Carmen Vallis, Manager Learning Resources - TAFE NSW Western Sydney Institute
Carmen has 14 year’s experience in education (specifically in online learning and
resource development) with a range of educational institutions as well as experience
in project management, systems implementation, development, support and training. 
She manages Learning Resources and Delivery Systems for OTEN, the TAFE NSW
RTO specialised in distance education, and loves supporting all kinds of in-there
and out-there web technologies for teaching and learning.
Village learning design - What is it?
How do you raise innovative practice in a complex learning community? Often when we think of
ramping up the effectiveness of learning and supporting technologies, we think of the instructional
designer at the centre of innovation. Wrong! Innovative practice in learning design and technology
grows up in a community, with input and understanding from the village.

The most effective impacts in learning technologies belong to and are shaped by this community.
Designing in this village needs to be highly flexible and agile to respond to ever-shifting training
packages and technological changes. Hence, the village approach requires strategic frameworks,
online templating, and a deep understanding of what systems can and cannot do, balanced by an
open andragogy. Staff needs a degree of autonomy to adapt and engage with changes, particularly
for continuous improvement in response from learner feedback, while meeting quality and audit responsibilities.
